Since when does Malaysia have 21states?

Even if we count on the Divided States
Selangor into 2.
Kedah into 2
Perak into 2
Penang into 2

There's still only 4extra states there.. Or maybe we should count in Singapore, Brunei And Indonesia, yeah that should do it, now we get 21, Yay for Malaysia, all thanks to the top man for "giving" us an extra 7 states, which like I said before, is 21, hmm, black jack anybody?
